Some of the messages in the MediaWiki namespace are not customizable. Although
the correct link appears in the [[Special:Allmessages]] list (for example,
[[MediaWiki:Copyright/es]]), and editing it poses no problem, changes are not
reflected in the wiki interface for the users who have selected that language,
to whom the system displays the English messages. The issue has been confirmed
for [[MediaWiki:Copyright/es]] and [[MediaWiki:Licenses/es]], at least, but
other messages may suffer from this flaw.

I failed to mention in the message body that this is specific to the Commons.
The above links should be [[:commons:MediaWiki:Copyright/es]] and
[[:commons:MediaWiki:Licenses/es]].

3413 has been marked as WONTFIX, claiming that this depends on site-specific
configuration; this request specifically addressed the configuration at the
Commons, so I'm reopening it on the light of Brion Vibber's claims.
