From what I can tell, this error is being generated because the URL specifies
the group to be listed as being "checkuser" - there is no such group, as far as
I'm aware. Interestingly, the form used to select which group to be viewed also
inserts this value, however, specifying another group, in e.g.
http://eo.wikipedia.org/Special:Listusers&group=bots will work fine.

Fixed in CVS HEAD.
