MediaWiki 1.19 has been installed on all projects servers, without any annoucement on the projects about incompabilities and detailed informations. There is annoucement about Steward Election but nothing about such more important changes !

It isn't yet active on almost any of the *pedia projects. And, where it was installed, we posted to the Village Pump. Nothing on https://fr.wikibooks.org ! I don't have to look at other web site to be notified. I want notification on https://fr.wikibooks.org like for Steward Election.
We do not announce upgrades on all projects. The place such announces are made is the wikimedia blog already mentioned by Sam above in comment 1. Adding mz who (I think) is the maintainer so that he can help diagnose.

The global message delivery bot doesn't support LiquidThreads. Either does the Wikimedia Foundation currently, for that matter. ;-) It looks like <https://fr.wikibooks.org/w/index.php?title=Wikilivres:Le_Bistro&action=edit> actually has some JavaScript in it that auto-redirects users back to the view window if they click the edit tab and there's a large note in the edit window saying "<!-- NEVER EDIT THIS PAGE -->". So I suppose that answers that.
I corrected the link to Wikilivres:Le_Bistro/Messages_actuels which is where all messages should be written.
