If a page has a section-header that is in a collapsed part of the page, the table-of-contents link to it does not work. It doesn't even jump to the collapsed chunk. That's confusing--there's a TOC entry that's a hyperlink that's generated by the WM server pointing to other content on that same page, it should be able to resolve itself. If the chunk is un-collapsed, the TOC link works correctly. A better behavior would be to have the link to the header in the collapsed content cause it to un-collapse (i.e., the link in the TOC go to the section to which it points).

Thanks for the clear demonstration. It seems to affect all skins (which makes sense). Some sort of JS modification is likely the solution.
