When you click on an image, at the bottom you get...
ex: http://en.wikipedia.org/wiki/Image:Food_and_Drug_Administration_logo.png

When you click on a template, shouldn't you get a list as well? 
Although, I could forsee a problem by having a template that is used 
frequently having a VERY long list. The Gnu public license for example.

You can already see the Category:Images by Food and Drug Administration.
