The 'See Contest Rules' link opens a popup but there is no scroll bar and it is impossible to read the contest rules on an iPhone. (likely other mobile devices as well, but I can't test.)

This really shouldn't be a popup anyway; bookmarkable links are good here!

(It's possible that two-finger scroll will work here though; can't test that in iOS simulator and feeling too lazy to find my iPad)

r99837 appears to have added this wacky popup; should be restored to a regular link.

r100433 should resolve this; reverted most of r99837 and puts it back to being a regular link. Also fixes bad i18n message construction that was introduced there.

What's the purpose of the reopening? Did something change? (And yes, it's wacky, and yes, Erik approved of taking it out for now.)

(IMO)
fancybox for images: not wacky.
fancybox for scrolling text: wacky.

Just checked the history and apparently I did this - must accidentally have changed it (and actually wondered why it was reopened)
