Sometimes people accidentally have edits marked as minor/not minor when they should be marked as not minor/minor (i.e. they set the "minor" flag to the wrong value). Also, anonymous users sometimes make legitimate minor edits, but cannot mark them as minor, so we have to keep wasting our time looking at them in the watchlist or strain our memories. Logged-in users (if anonymous users can't mark their own edits as minor, they can't mark others' edits as minor) should be able to mark any edits as minor/not minor.
Some admin functions, like rollback, are minor automatically, but they do change the state of the page in a non-minor way. MediaWiki should not cause anything to happen automatically which marks an edit as minor - if anything, the error should be toward a minor edit being marked as major.

The marking is advisory only. Don't get worked up over it.
Between the admin functions being marked minor and the "mark edits as minor by default" option, is it even useful if it can't be changed? It also makes us look unprofessional as anyone can see it in the history without necessarily appreciating the anyone-can-edit nature of our projects.
