The comments at  http://en.wikipedia.org/wiki/Wikipedia_talk:TW might  help, but creation  of the user tp  is not  possible either through  the normal  editiing  interface.

Lots of user talk pages have been created since you filed this bug. Are you saying that you personally can't create them? Or has the problem also been reported by other people?

There was a bug that prevented pages from being created with the API. It was fixed at 03:58 UTC. Have you had any trouble since then?

Seems to be working now.
