This is a change request.

Summary: Update main namespace layout to put tagline2 at top right of each page.

Detail:
The current tagline [http://en.wikipedia.org/wiki/MediaWiki:Tagline] places at the 
top left of each page. A second tagline [http://en.wikipedia.org/w/index.php?
title=MediaWiki:Tagline2] has been created per 
[http://en.wikipedia.org/wiki/Wikipedia:Proposed_update_of_MediaWiki:Tagline].

The main namespace layout needs to be updated to place tagline2 at the top right of 
each page.

Tagline2 is currently blank while final content is being decided.
