In other words, [[category:article| {{{1}}} ]] does not 
work : {{{1}}} is not evaluated.

We want to use it in [[:Category:To do of popular 
articles]] to sort articles by their evaluated popularity.  
{{todo|4}} is inserted in the talk page of an article of 
popularity "4", and the todo template itself contains the 
[[category:{{PAGENAME}}| {{{1}}} ]] to insert the 
article in the "4" classification.

This is essential to allow the collaborative editing 
process to focus on articles that are the most popular, 
thus helping maximize the quality and value of 
Wikipedia.  Several of us have developed this feature, 
but we are blocked by this bug.  Please check our 
discussions in the corresponding talk pages.

Please note that a RFE nĀ° 1000952 has been entered with the 
same purpose.  If the RFE is implemented, the bug here will 
not need to be fixed anymore.

We have found a way around this problem: instead of using 
{{todo|4}}, we now use {{todo4}}.  So we do not need the 
template parameter anymore (but we need to create 9 copies 
of the initial template).

So we do not need to fix this problem anymore.
