If you have two headers on a page with the same name, you cannot link to any of
them but the first with URL#headername syntax.  When more than one header has
the same name, increment the anchor name tag like

#headername
#headername-2
#headername-3

and so on, and make a title tag for the header with the anchor name inside it,
so we can just hover over the header to see its anchor name.

Duplicate anchors have been numbered for a couple of years.
