The http://nl.wikipedia.org/wiki/Speciaal:Wantedpages does show article names where the representation of a diactitic is faulty. eg Belgi� when you select it you go to the edit page of België. This means that the UTF-8 representation is wrong. There is most definetly an article in Dutch on this country where they do speak Dutch. Thanks, GerardM
Not sure of the cause; this was reported on dawiki as well. Running refreshLinks.php and updateSpecialPages.php will clear it up.

Created attachment 756 [details] Fix for conversion bug During development of the upgrader, the pagelinks source was changed from the page table (already converted for encoding) to cur (not converted). This fix adds the conv() call which should have been added then but was forgotten.
Fix committed.
