I suggest replacing buggy and cached [[Special:Uncategorizedpages]] with an automatic category (something named like "Category:No category yet" or "Category:Need categorization") which would be added to every new page at the time of its creation. It would stay there untill somebody would change it to some meaningful category. Since categories a real time (not cached) it would greatly facilitate categorization efforts and increase visibility of the project. Also it would save some time for developers as there would be no need to generate reports for the special page (which is now seriously outdated). Also, I woul like to poit out to [[Category:Stubs]] and a very successful Stub sorting project. It is possible because stubs are assigned into easily editable category.
There is no requirement that pages be categorized. This would clutter such pages unnecessarily, in my opinion.
I believe that every page should be categorized in order to have an organized encyclopedia. And now categorization is made hard because you cannot easily get a list uncategorized pages. I am not sure if I understand what you mean by "clutter such pages." Could you explain?
What is bugged in [[Special:Uncategorizedpages]] anyway ?
