For users whose watchlist size exceeds the threshold,
the saved watchlist is displayed when the "view and
edit entire list" link is clicked unless the user waits
for the timeout to expire between loading the watchlist
and clicking the link.

Are cached watchlists actually still in the code? That should either be brought up to 
date and fixed or dumped.
