Right now the alt upload form URL is set in a local config var. We might want to change this to be on-wiki config (via a MediaWiki message) so that people can go straight to the form specific to their language. (Actually it might already be possible to do this, but I can't test since UploadWizard is down.)

Why is this especially a bug with UploadWizard? URLs should already conform to a user's language preferences, and redirect appropriately.

Commons' language hacks are not to be encouraged.

This is more a bug with Commons' language hacks than UploadWizard, but it was asked for in the feedback. Feel free to mark WONTFIX.
