In Bug #28738, I suggested the creation of an administration page to
display warnings to the WikiAdmin of things that may have changed
since installation that the Administrator needs to be aware of.  This
should probably be in core since it would re-use a lot of the checks
done during installation.

It would be great if this page also had the ability to see if a new
version of MW or the installed extensions was available — without
necessarily checking automatically (unless requested to) to protect
privacy, etc.

This will most likely not be in core, its been discussed before and people don't want MediaWiki calling home for features like upgrade warnings.

Also didn't this basically get accepted as a GSoC project this year?
