I have seen this error for other images, but the only example I have on hand is http://commons.wikimedia.org/wiki/File:PEI_Highway_17A.svg.

The SVG file is valid, however no thumbnails are being created for it. If you try to view a thumbnail created for the image e.g. http://upload.wikimedia.org/wikipedia/commons/thumb/a/ab/PEI_Highway_17A.svg/200px-PEI_Highway_17A.svg.png you get a "403 Forbidden" error.

I tired reuploading the file, but it did not fix the apparent permission issue. Purging does not fix the issue either.

This issue is likely related to recent thumbnail issues.

It's a permissions issue that resulted from one of the things that was done to fix the recent thumbnail issues.

Ariel promised to look at it (but won't be back till Monday), assigning.

Issue appears to be resolved.
