We need special MediaWiki system message in Language.php for toolbar between
textarea and summary field. It can be used for special characters and javascript
tools. For example, edit any page at ru.wikipedia
http://ru.wikipedia.org/w/index.php?title=DTD&action=edit 

Now such toolbars/characters_collections are in MediaWiki:Summary (it does not
appear if edit is new new section adding) or in MediaWiki:Copyrightwarning (too
far from textarea). See example

[[MediaWiki:Edittools]] was created recently, therefore I've closed this bug. 
(And use the Edittools for such needs please, not [[ru:MediaWiki:Summary]].)
