The mobile version of Wikipedia does not include tables of contents, see e.g. http://en.m.wikipedia.org/wiki/France. I strongly suggest they should be added. While, without TOC, it would already difficult to find a specific passage of a large article on a computer screen, it is almost impossible to do so using a small smartphone d-pad. This is also because the amount one has to scroll in a large article can become extremely big due to the small screen width.

To my knowledge at the current time there is no plan to add this feature on the basis that the table of contents is the page itself in that sections begin collapsed. If you strongly disagree with this I'd suggest it is worth starting a discussion around as this 'bug' is unlikely to get any attention due to it not being actionable.
