For some reason, this wasn't enabled on Outreach Wiki. Please change

'wmgUseCollapsibleNav' => array(
    'default'    => true,
    'outreachwiki'    => false,
    'ukwikimedia'    => false,
),

to

'wmgUseCollapsibleNav' => array(
    'default'    => true,
    'outreachwiki'    => true,
    'ukwikimedia'    => false,
),

Instead of changing it to true could just remove it to grab the default, ALthough it would seem strange that its set to be over-ridden like that.

If it's set to false explicitly like that, there was a reason for it. I seem to recall outreachwiki requesting this specifically.

Disable CollapsibleNav on outreachwiki

Digging through my e-mail history shows Naoko asked me to disable it earlier that day.
