Links such as 

*[irc://freenode/wikimedia-tech #wikimedia-tech]

are recognized by the software, but not links like 

*[ircs://freenode/wikimedia-tech #wikimedia-tech]

This should be pretty easy to implement

From the looks of it, it's just an addition to the skin css...

For the images, yes. You'll also need to add it to $wgUrlProtocols in DefaultSettings.

UPSTREAM that, no point doing local hacks for protocol detection.

I thought it was part of the Wikimedia bugzilla skin, but it's not! Tracking upstream at bug 28509.
