In Bug #19161, comment #43, points out that even though $wgLogAutocreatedAccounts is available now, auto-created accounts are still available on ToolServer:

I'm resolving this bug as invalid. As outlined in bug 28366 comment 1, the issue here is not that the data is exposed, it's that the data is silently being propagated to other wikis in some situations without the user's approval.

Even if we accepted that the Toolserver needed to be adjusted (which it does not), the way replication is currently implemented (with nearly all tables being copied directly to the Toolserver and then MySQL views limiting what Toolserver users can see), it would be a matter for the Toolserver administrators and their issue tracker (https://jira.toolserver.org), not an issue for Bugzilla.
