MediaWiki:Mwe-upwiz-tooltip-other („<Mwe-upwiz-tooltip-other>“) tries to use HTML, but the code (see mw.UploadWizard.js, addHint() function) seems not to support that, which means the HTML code is shown to the user (you can test that at http://commons.prototype.wikimedia.org/wiki/Special:UploadWizard ).

It looks like the message is passed to a Script in UploadWizardHooks.php
for display, so likely the script needs to treat this message HTML/DOM aware,
or "<"s are recoded as "&lt;"s somewhere on the way.
