seems like the current sorting algorithm of WikiMedia for [[category:...]] is
based on ASCII-value.

therefore it failed to sort Thai words (as well as many other languages).

New language-aware sorting algorithm is require.

also, in order to handle many locale/language-specific sorting perfrences,
may be we have to have a mechanism that allow contributor to specify the sort
preference of each category.

may be we can add this to the category page,

[[Category-sort-option:sort_option]]

for examples:

[[Category-sort-option:en-GB]]
[[Category-sort-option:th]]

in the case of Wikipedia, this can be obmitted,
and use a default value which will be determined from the language of the Wikipedia.
