I can reproduce.

Its the little [14] (or some other number) links on the left hand side running all down the page.

refresh_pagenumbers()

the pagetitle var is a decoded value, but not encoded again when inserting into link_str

Thats in the local wikisource js, not the proofread page extension specificly.

It should definitely be fixed right away, as it could mean a much more serious issue.
