Suggestion: If you would like to have local name of "user" namespace, you shoud also specify "user_talk".

You can change the translation of namespaces like user and user_talk on translatewiki.net .

I don't know Georgian, but Google Translate said that "ვიკიპედიელი" means "Wikipedian". So, you should set $wgExtraNamespaces.
