I often need to upload files of types which are usually prohibited to upload,
e.g. PDF files.

As resonsible Sysop and after having checked the provenience (US: provenance) of
the file, perhaps, because I have generated it, I wish to be able to upload it
to "my" wiki wihtout fiddling the wiki configuration settings for the mass users
(in LocalSettings / DefaultSettings). 

Therefore I propose to allow users with Sysop status to upload files of _any_
filetype and _any_ size without warnings.
