mediawiki-cvs emails currently lack any MIME headers, but sometimes has
characters encoded as utf-8 in the body. 
wikibugs-l, which is also automatically generated, has these lines:

Content-type: text/plain; charset=utf-8
Content-transfer-encoding: 8bit
