new scratchpad mockup

The present scratch pad is more of a translator than an interface to store text content for quick access.

Following are the features should be present to make it a generic scratchpad without losing the present translation feature:
- User can edit edit the source as well as the target content within the interface
- User has choice to save the content in the scratchpad for further use.
- User can save text from external/internal sources without translating.(introducing the save button)
- User can re-edit the existing scratchpad entries.

When writing revision numbers in BZ comments, just do "r<number>" (eg: r82784) so they automatically link to the relevant revision.
