[[mw:Extension:NewUserMessage]] was installed and working on Arabic Wikipedia (arwiki) (bug 15153) and Arabic Wikisource (bug 18194). It's currently disabled for 1.17 wikis -> http://wikitech.wikimedia.org/view/Server_admin_log. And was possibly disabled for 1.16 as well (feb 11)
I've re-enabled this for 1.17 wikis since all of the fixes have been merged there (but not to 1.16). The extension will begin working again as wikis are switched over. I'll resolve this FIXED once all the wikis using NewUserMessage have it again and there aren't any problems.
