Change the security group option for instance creation to make it a little more user friendly:

* Have the default group selected by default.
* If the only group available is the default group, don't display the security group checkboxes, but instead have a label showing that the instance will be using the default group

Fixed in r107037. A default group always exists since it is created on project creation, now, so the second bullet was skipped.
