Steps to reproduce:
1. Access main page of Arabic wiki.
2. Open a page in edit mode.

Actual results:
Different wiki tool bar is displayed in IE7.  
(Refer screen shot for different tool bar of IE7 and expected toolbar in firefox)

That isn't a "different"  toolbar per say, it's the default. I have a feeling it maybe to do with the script error indicated in your status bar preventing it from loading the extension.

Per comments in jquery.wikiEditor.js:

// The toolbar layout is broken in IE 7 in RTL mode, and IE6 in any mode

Looks like it's blacklisted as known broken; WikiEditor with full toolbar will show on RTL in IE 8 and higher. In a quick test, I can definitely confirm it's very broken in 7, so disabling it is the correct expected behavior. (This should be listed in the testing compatibility matrix.)
