Currently mime types in $wgMimeTypeBlacklist are unconditionally rejected. In certain cases it users may want to override this, without allowing everybody to upload any file. Therefore a userright upload-override-mime-blacklist should be implemented.

There shouldn't be a need to override it.

Admins may want to upload for example docx files.

The mime type blacklists contains a lot of stuff which is not inherently unsafe, but only some occurences of them (zip).

We should just make the blacklist smarter.

Note, docx is no longer blacklisted.
