Closed wikis should be available for viewing in a read only fashion, preferably with a big giant warning on them that they're closed.

Currently such wikis are not accessible at all.

Some Wikimedia wikis such as [[aa:Main Page]] already practice this, however others such as the Klingon Wikipedia at [[m:History of the Klingon Wikipedia]] are deleted entirely as a database, or moved to [[Wikia:]].

Yes, wiks are usually just locked and remain accessible.  If they are strange cases that we wouldn't want, they're either deleted or removed from all.dblist. See wikitech:Close a wiki for more info.

Yeah, I apologize, I got confused with sep11 and tlh.wikipedia.org not being accessible. I assumed that it was true for all closed wikis, not just those two, which as pointed out above is obviously incorrect.
