There should be options whether or not to use the editor, similar to the options used by the Usability Initiative. That means that you can choose to enable it globally or only for users, and whether or not it's enabled by default for users. Users will have to navigate to their preferences to (de)select this option.

Also, see bug 26918, where a clean interface for different editors is proposed.

Added the "Enable Inline Editor" preference in the Editing tab of my preferences. Also the admin must set the default preference in the LocalSettings.php
