The confirm email of the release-de wiki send e-mail with english special pagename but german text, when creating an account.

A click on the first link redirects to the localized special pagename:

I have not tested this on 1.16wmf.

This is intentional, to keep the links shorter and ASCII-friendly. Localized names, especially for non-latin scripts, can be veeerrrryyyyyyyyyyy long and cause breaking over lines etc.
