Images can't (currently) be moved.  It is redundant for the "Confirm 
protection" page to offer a check box "Protect from moves only".

This option should be removed when protecting images.

Actually, this bug isn't trivial.  We've had lots of images recently on the 
English Wikipedia that people thought were protected, but were only protected from 
page moves (i.e., totally unprotected).  This bug wouldn't matter if admins could 
tell the difference between pages that were protected from editing and pages that 
were merely protected from moves.  But they can't.  I'm restoring 
severity "normal".

This issue is now somewhat redundant given the new protection form.

Eventually image moves may be possible, so fixing this is somewhat moot.
