Steps to reproduce:
1. Create or edit existing page in wikimedia.
2. Enter the following in to the wikimedia editor.
This is the first reference <ref>Reference 1 </ref>
This is the second reference<ref>Reference 2 </ref>

3. Click on the 'Save page' button.

Actual results:
System does not display any warning message.

Expected results:
System should display 'Cite error: There are <ref> tags on this page, but the references will not show without a {{Reflist}} template or a <references /> tag; see the help page.' message.

Seems to have been fixed a while ago, not experiencing this problem on labs at the moment (Version 1.20 wmf1).
