Was told on IRC:

My fix was in UserGifts/SpecialGiveGift.php. I put "$wgOut->includeJQuery();" after the "global $wg(such and such)" line.

The URL above had the problem, but I resolved it already.

The trunk version of SocialProfile is designed for trunk, and trunk automatically includes jQuery on every page even on the Monobook skin.

For 1.16, you can emulate this behavior with a simple hooked function in your wiki's LocalSettings.php; search for "BeforePageDisplay" in http://noc.wikimedia.org/conf/highlight.php?file=CommonSettings.php.
