When you visit https://bugzilla.wikimedia.org/ the sidebar does not contain a "Help" link in the first section ("Navigation"). On every other Bugzilla page (e.g., <https://bugzilla.wikimedia.org/show_bug.cgi?id=1> and <https://bugzilla.wikimedia.org/enter_bug.cgi>) I've checked, the sidebar is consistent and contains the "Help" link. It should be added to the main page for consistency.
I don't see anything on the administration side to handle this. Do you know where it would be changed?
In the skin files, I assume?
Based on looking at http://svn.wikimedia.org/viewvc/mediawiki/trunk/tools/bugzilla/bugzilla-3.6.2/template/en/custom/global/nav-links.html.tmpl?revision=79290&view=markup it seems to only link to a help page, if there is a corresponding help page to link to.
Not sure how much effort this is worth giving till we've done the v4 upgrade, which will hopefully be in the next couple of weeks when it's released!
<https://bugzilla.wikimedia.org/query.cgi?format=specific> is also missing the sidebar link, but <https://bugzilla.wikimedia.org/query.cgi?format=advanced> has it. Odd.

The trial instance of BugZilla4 for Wikimedia has a "Help" link on the homepage in the Sidebar. Marking as Fixed. Will be live as soon as BugZilla4 is deployed on bugzilla.wikimedia.org
