Apparently during the switch to Vector, it was forgotten to change the fallback of an invalid useskin to the monobook skin.

Seems to WFM on trunk...

So it's a bit weird whether it's a 1.16 issue (will be fixed with release of 1.17), or a WMF site config issue..

I know this behavior to be hard-coded, and I remember seeing the revision that fixed it (although I don't remember exactly where in the code or the rev that fixed it).
