Though we already create DNS entries for instances when they are created, these DNS entries may be for private subnet IP addresses (and in the WMF environment, they will be). We need a way to separately create DNS entries. These should somehow be linked to the way we assign public IP addresses, as we don't want people accidentally assigning a DNS entry to IP addresses that we do not own.

Only one DNS object should be allowed per IP address. Additional DNS entries for that IP address should be added to the same object, either through a cnamerecord, or an additional associateddomain record.
