Steps to Reproduce ::

1) Complete the MediaWiki installation upto the 'Database settings' page.
2) Observe the 'Administrator account' section in the 'Name' page.

Please refer the screenshot with/without 'Subscribe to the release announcements mailing list.' check box.


Expected Outcome ::
'Subscribe to the release announcements mailing list.' check box should be display below the 'E-mail address:' field.

I believe it's been removed till a method where they can actually subscribe people is implemented.

Yes, it's been deliberately removed, see r79089.
