This is a request for creation of a new mailing list for Indian developers community interested in India and Indian language focused development on mediawiki.

Can't they use existing communication places? Fragmentation of the developer community is not good.

Sorry, I should have probably added more about this in the request above.

There is a community of Indian language developers who'd be quite interested in contributing to improving the technology on Indian language Wikis. To get them together and for focused discussions on the technical issues faced on Indian language Wikis and resolving those, we need a discussion list dedicated to development surrounding Indian language projects. This would be no fragmentation - it isn't Indian developers' list, but list for developers who're interested in contributing to solve the technical issues surrounding Indian languages.
