Please compare http://meta.wikimedia.org/w/index.php?title=Special%3AGlobalUsers&username=Kylu&group=steward&limit=1 (which doesn't show "global rollbacker") and http://meta.wikimedia.org/w/index.php?title=Special%3AGlobalUsers&username=Kylu&group=Global_rollback&limit=1 (which doesn't show "steward") to http://meta.wikimedia.org/w/index.php?title=Special%3AGlobalUsers&username=Kylu&group=&limit=1 (which shows both) and see the discussion at http://meta.wikimedia.org/wiki/Meta:Babel#Special:GlobalUserRights . Thank you.
Not sure why you would *want* other rights to show up when you're only asking about one.
The behavior is inconsistent with Special:ListUsers (the local equivalent). The two should exhibit similar behavior, otherwise it causes confusion (as seen in the linked discussion at Meta-Wiki). For example, http://ten.wikipedia.org/w/index.php?title=Special%3AListUsers&username=Tiptoety&group=sysop&limit=1 contains a specific user group in the "group" parameter of the URL, but the listing still shows all groups for that user. This makes more sense than showing only the specified group, in my opinion. Re-opening this bug.
I'm moving this to CentralAuth since it's an issue with the extension's codebase, not with Wikimedia's setup.
