If a user is not using lqt on their user talk page (e.g. $wgLqtTalkPages is false), they won't get a newtalk notification. I've attached a patch that fixes this issue - if the user talk page is not a liquid threads page, setNewtalkHTML should leave newtalk alone instead of clearing it.
