Please allow administrators/bureaucrats to be able to provide the accountcreator and transwiki import rights to users on Simple English Wiktionary.

The Simple English Wikipedia has this, why not the Simple English Wiktionary?

There is no community consensus. But all simple wikis should share the same settings.

Thats not really the way it works... If simple english wikipedia requests a specific change it only affects them. If other wikis want that change they have to request it themselves. Wiktionary and Wikipedia are separate projects with separate communities, and the configuration of one may or may not be appropriate for the other, so config changes for one are not automatically applied to the other.

Community consensus means the community talked about it and wants the change (or in super small communities someone suggested the change on the equivalent to the village pump and no one objected). In order for it to be too small there would have to be 0 members in the community, in which case the change would be pointless.
