Unlike other items in DefaultSettings.php, at

   /** Whether MediaWiki should send an ETag header */
   $wgUseETag = false;

There is no explanation of why this usually positive feature has been
turned off by default. Please add a warning or explanation as to why an administrator
would not want to have it turned on.
