It should be possible to delete an image description page 
without deleting the associated image.  For example, if 
someone adds copyvio or libelous text to a good image, we 
currently don't have any way to delete the image 
description page (and then undelete the good revisions).

In terms of user interface, I suggest having a checkbox on 
the "Confirm delete" page for an image, that would 
say "Only delete the image description page."

Images can now be deleted and restored. Deleting of descriptions only should be fixed when RevDeleted gets enabled for sysops.

RevDel is deployed now. Do we consider this fixed ?

I'm not sure. You would still need to create a good revision, then revdelete.
Although for most cases, it is probably sufficient.
