Steps to reproduce:

1) Upload an image.
2) Go to Desceribe tab and specify a category (say, New Cat)
3) Try to add the same category again

Nothing happens.

Better to have a warning message stating "The category already exists"

There doesn't appear to be any real reason to do this, especially with the new category system in UW. The category is right next to all of the other ones, so there's no reason the user can't see it, and if they don't, the worst case scenario is that one of the categories gets ignored. I'm going with "WORKSFORME" on this one, since there's really nothing wrong with how it goes now.
